Admin
The Admin area is for general configuration items. Currently includes administration user management. Other options are support-only tools and may be greyed-out or not presented.
Manage Users
In Manage Users you can add, edit, and remove administration users in your account. It is a quick shortcut for doing so; for more granularity on administrator user properties, you should use the Admin console. Refer to the following picture.
